Sir,
I have considered the subject of the Letter which I had the honor to receive from you this morning, unhappily Mons. Louzen has no claim from the United States, but under the resolution of October 27th 1778, which grants him a pension, and an an honorary commission of Lt. Colo. by brevet and such which his commission in itself entitles him to nothing no pay or allo pecuniary allowance while in the service, of course he can receive no half-pay in consequence of it â The resolutions granting the half pay on which are is founded the commutation have [undecipherable] ever been construed to extend to no officer but him who had a full Commission in the Line of the United States and entitled as such to all the allowances granted in general to this Army
