War office, Sept 3, 1790
gentlemen:
I am persuaded that you will endeavor, by every possible exertion, to make adequate preparations, both in the commissary and quartermaster's line, for the proposed expedition.
On your adequate and seasonable supplies, the whole success of the Expedition may depend. You will see, therefore, the urgent necessity of everything being in perfect readiness. ***
H. Knox secretary
Elliot + Williams, Contractors Baltimore
