Description
The rule adopted by the Office of Army Accounts for ascertaining the value of nominal pay due officers of the late Army is that the specie value was allowed in the same manner as the States charged their troops in account of depreciation but this applies only to such balances as were not drawn from the US by the paymaster on settlement of their account.
