Wilson complains that he has received no instructions from the Secretary of War regarding the recruiting service. He is sure he could get some good men because several have already offered to enlist but he could not take them due to a lack of money. He wants to know if the contractor is obligated to pay him money in lieu of his rations and if the contractor is supposed to provide wood for the garrison,.
