Description
Mr. Annelly has been absent from Harpers Ferry during March so, according to the Secretary's instructions, he cannot be paid even though he asserts that he was employed doing public duty. Therefore, Hodgdon needs to certify Annelly's public duty in Philadelphia so Mackey can adjust his accounts accordingly and give Annelly what he is due.
