Mr. Coxe has the honor to transmit to the Secretary at
War, an extract from a letter from Samuel Hughes Esq. dated July 4
"A plan of the boring mill with a bill of scantling ought
"to be forwarded as soon as possible, in order that the materials may
"be got ready before the Frenchman comes down".,
