The Secretary of War asks Howell to examine the enclosed letter and report his observations. The letter states that it appears that Gen. Knox or his Aide de Camp received the sum of twenty dollars for one month's subsistence due Capt. Lilly and that may be the sum in dispute. It is possible that Capt. Lilly gave the order on Gen. Knox for this sum and this is the transaction that does not appear on the books of the Accountant's office.
